When commissioning services you need to be able to easily receive and process information from providers to ensure they are meeting their delivery requirements and determine the impact on whānau.
Providers often lack the systems necessary to effectively capture required data, which can lead to poor data quality. Meanwhile, building systems on a contract-by-contract basis for providers to use can be extremely expensive and time consuming. Systems that only work for a single contract, or small collection of contracts, also impose silos on providers, impairing their ability to effectively coordinate care and properly access their own data.
The current lack of data standards for community care also means that captured data may meet the needs of an individual contract, but not offer a lot of value in a different context. It also makes it very difficult to aggregate data from different contracts and measure the impact of combined services on populations.

In the diagram above, each provider has many teams working from one system, with full access to their information, and data relating to specific contracts is programmatically delivered from many providers to the single commissioning team managing that contract.
In this scenario, the data from all the contracts could also be appropriately aggregated within the commissioning agency, and even nationally.
